In this respect the plan is aimed at the popula- tion in general, though it focuses on three segments in particular: young readers; those with the lowest reading rates; and groups with the greatest difficulties accessing reading.

5. Fostering respect for intellectual property. 6. Improving analytical tools.
It emphasises that the early years until adult- hood are essential to establishing reading habits, and these age groups accordingly require special attention when it comes to fostering reading. Therefore, the educational field is a focal point in the strategic areas.
Public libraries likewise play a significant role in providing equal opportunities to access infor- mation. Similarly, the plan acknowledges the indispensable contribution made by school and university libraries to promoting reading habits. And the plan underlines the characteristics of publishing as a strong sector that is innovative and committed to its cultural dimension – as- pects without which it would not be possible to achieve the aim of increasing a country’s reading rates.

Based on these premises, the actions are struc- tured around six strategic lines:
1. Promoting reading habits.
